A 30-year fixed-rate mortgage averaged 3.32 percent for the week ending November 30, up an ever-so-slight .01 percent from 3.31 percent for the previous week, according to data released yesterday by Freddie Mac, a non-governmental entity created by Congress to provide mortgage capital to lenders.
Average rates for 15-year fixed-rate mortgages showed a similar gain, rising to 2.64 percent this week from 2.63 percent the week ending November 22.
“Mortgage rates were virtually unchanged this week amid growing concerns around the fiscal cliff,” Frank Nothaft, vice president and chief economist at Freddie Mac, said in a statement. Average rates for a 30-year-fixed rate mortgage have remained below 4 percent for all but one week in 2012, while those for a 15-year fixed-rate mortgage have been below 3 percent since May.
Mortgage applications have dipped by 0.9 percent in the week ending Wednesday, according to the Mortgage Bankers Association, a Washington, DC-trade group representing the real estate finance industry. Refinance activity, which accounted for 81 percent of mortgage applications, fell 2 percent from the previous week, while applications for new mortgages increased by 3 percent.
Prevailing low interest rates, the result of federal monetary policy, have helped foster a housing market recovery by making homes more affordable to buyers and partially offsetting the effects of rising prices. The latest S&P/Case-Shiller Home Price Index tracked a 5.2 percent increase in national home prices in the first three quarters of 2012, while new home sales have increased 20 percent since the beginning of the year, compared to the same period in 2011, Nothaft said.  
Pending home sales – a forward looking indicator – rose 5.2 percent in October for the 18th consecutive month, according to the latest real estate market trends reported yesterday by the National Association of Realtors yesterday. The association’s Pending Home Sales Index, which tracks contracts signed but not executed, stands at 104.8 in October, the level for March 2007. It typically takes one to two months to complete a contract, said the Chicago-based trade association.
Most mortgage bankers surveyed by Bankrate.com predict rates will remain steady in the coming week barring any major news, though 7 percent expect mortgage rates to go up, and 23 percent expect them to go down
